AVAQMD's Mobile Emissions Reduction Program provides incentives for reducing emissions from mobile sources four grant programs - The Carl Moyer Program, the AB 2766 Program, the AB 923 Program and the Vehicle Buyback Program..
The Carl Moyer Program
The purpose of The Carl Moyer Program is to reduce emissions by providing grants for the incremental cost of cleaner heavy-duty vehicles and equipment such as on-road, off-road, locomotive, stationary agricultural pump, forklift, and airport ground support engines.
The grants are administered by AVAQMD with funds from the State via the California Air Resources Board (CARB). The Carl Moyer Program Guidelines adopted by CARB in 2005, establish the program requirements, and the project criteria for all eligible project cateories.
The three major program requirements are:
- all projects approved for funding must follow the Carl Moyer Program Guidelines, principally to fund the incremental cost of cleaner than required heavy-duty vehicles and equipment, and
- all projects funded must meet the cost-effectiveness criterion = $14,300 or less/weighted ton NO x, ROG and PM reduced
- the district must provide matching funds for Carl Moyer Program funding
Since the AVAQMD began its participation in the program, AVAQMD has awarded over 3 million dollars to eligible projects and reduced NOx emissions by over 1,235 tons from heavy duty diesel equipment!

AB 2766 Funds
Assembly Bill 2766 (Sher) authorized AVAQMD to impose up to a $4 motor vehicle registration fee per vehicle licensed within the State of California to provide funds for air districts to meet new responsibilities mandated under the California Clean Air Act (CCAA). AB 2766 states that the fees shall be used to support district operated planning, monitoring, enforcement and technical studies necessary to implement the CCAA.
On July 20, 1999, the Mobile Source Emissions Reduction Program was established. A portion of the AB2766 funds allocated to the program creates a competitive grant pool that is used to fund other local projects that reduce emissions from mobile sources.
Since the programs inception, AVAQMD has awarded close to 3.4 million dollars to creative and cost effective projects which reduce mobile source emissions in the District's boundaries.
Proposals/applications are accepted and evaluated in an ongoing basis. General Application Package
Light Duty Alternative Fuel Vehicle Program
AB 923 Funds
Assembly Bill 923 (Firebaugh) authorized AVAQMD to impose an additional $2 motor vehicle registration fee per vehicle licensed within the State of California to be used strictly for incentive-based emission reduction funding programs. AVAQMD began collection the AB 923 funds on October 1, 2005. Eligible project categories include: the Carl Moyer Program, the Lower Emission School Bus Replacement Program, an agricultural assistance program, light duty voluntary vehicle retirement program.

Vehicle Buy Back Program
The Antelope Valley Vehicle Buy Back Program will pay $700 for a qualified operating and registered 1988 and older vehicle. The program is sponsored by the Antelope Valley Air Quality Management District. It is not operated by the State of California. Your participation is entirely voluntary. Incentives will be awarded on a first-come, first-served basis until the available funds are exhausted.
